inspected
and
visited
Guiyang
Software
Park

On
the afternoon
of August 23,
2004, Mr. Zhou
Gang, the former
China’s ambassador
to India, inspected
and visited the
Guiyang Software
Park (GYSP) and
some enterprises
in the park, accompanied
by Inspector Zhao
Zongzhe from the
Guiyang Municipal
Government, Vice
Secretary-General
Jiang Xianfang
and other directors
of departments
concerned, etc.
During the process
of inspection,
Dr. Mo Liping,
the director of
GYSP, briefed
Mr. Zhou on GYSP’s
general situation,
including fairly
perfect physical
and material equipment,
preferential polices,
favourable geographical
surroundings,
good natural environment,
convenient traffic
and communication,
etc., while she
asked Mr. Zhou
for advice on
successful experiences
and modes of India---the
software power---in
development and
research of software
products, highly
effective team
spirit, preferential
polices of the
local government,
and management,
innovation and
development of
software enterprises
for the convenience
of learning advanced
experiences from
software enterprises
in India to promote
the development
of software industry
in Guiyang.
Mr. Zhou stated
his view on current
situation, trend
and advantage
of India’s software
industry. He said
that, during the
latest years,
software industry
of India developed
very quickly and
India had become
a software power
in the world.
Compared with
our country, the
scale of enterprises,
output value and
products for exportation
abroad of India’s
software industry
were fairly better
than China. From
the year of 2001,
India increased
its software industry
by 25% each year
and software products
for exportation
abroad accounted
for 60%-70% of
the total. There
were six important
factors for its
development at
top speed. First,
local government
attached great
importance to
software industry.
In 1991, India
government had
made the software
development plan
as one idea for
economic developing
at the beginning
of its economic
reform. Second,
old products had
been transformed
well. Third, India
paid great attention
to education.
Forth, India had
the superiority
of language. Fifth,
India had international
advantage.
Sixth, Indian
enterprises placed
a special emphasis
on teamwork. Inspector
Zhao Zongzhe agreed
with Mr. Zhou
very much on his
view. He pointed
that our software
enterprises must
be based on national
market and aim
at economic development
of Guiyan city
and Guizhou province
in order to enhance
their competitive
power during the
course of opening
up markets. Our
enterprises should
learning the team
spirit and experiences
from India enterprises.
The municipal
government and
the provincial
government would
increase the IT
development in
the next step
and the core factor
is software.
